Informational Items for residents

Trash and recyclable are picked up on Thursdays - should be placed on the curb by 6:00 A.M. You can get a recycling container at the Village Office.

Grass clippings and yard waste are your responsibility - compost or burn.

Brush pickup in the Village is every Thursday.

After a 2" or greater snowfall there is no on-street parking for 24 hours or until the Public Woks Department has had a chance to clear the snow.

Park shelters may be rented for special occasions by calling 767-2563

Property Taxes are to be paid at the Village Office by January 31 of each year. If you pay only half of the taxes by the 31st., the second amount gets mailed directly to the Dane County Treasurer in late July.

Dogs are to be licensed annually. You need proof of rabies vaccination in order to get your dog licensed. Neutered and spayed dogs are $5.00, and for un-neutered and un-spayed dogs are $10.00. If licensed after April and your dog is older than 6 months the fees double.

Bicycle licenses are available at the Village Office. The serial number of the bicycle will be needed for registration.

The Local newspaper, The New-Sickle Arrow, is published each Thursday. The deadline for news items is 11:00 A.M. Tuesday at the paper.

Village Meeting notices are always posted outside the Municipal Building, at the Post Office, at the Black Earth State Bank and at the News-paper Office. Unless noted, all meetings are open to the public and attendance is encouraged. Contact the Village Office, (608) 767-2563 for further details.

Public Works emergencies - call 767-3482 and leave message. This will alert the pager and the employee on call and will respond as quickly as possible.  Electrical emergencies - call 235-7737.

All elections are held at the Municipal Building, 1210 Mills Street, Black Earth. Polls are open from 9:00 A.M. - 9:00 P.M.

Building permits are necessary for all home projects except carpeting, painting, wallpapering, and landscaping. This includes all electrical and plumbing projects.

All private wells and or cisterns on your property must be reported to Public Works at 767-2563

All sump pumps must drain to the outside lawn area. Absolutely no sump pumps may drain into basement floor drains and into the sanitary sewer.


1st Monday/Month: Court  5:30 p.m.
1st Tuesday/Month: Village Board  7:00 p.m.
3rd Tuesday/Month: Police  6:00 p.m.
3rd Tuesday/Month: Public Works  6:00 p.m.
3rd Thursday/Month: Public Works  6:30 p.m.

Compost: Residents wishing to use the Village compost bin must take their clippings or leaves to the compost area located next to the Village Utility Shop. Empty all bags/containers into the bins, DO NOT toss the bags in the bins.

Bulk leaf collection is done during the 2nd & 4th weeks of October on Monday, Tuesday and Wednesday, and the 2nd & 4th weeks of November on Monday, Tuesday, and Wednesday, or until snow cover prevents further collection. Collection resumes in the spring during the 2nd & 4th weeks of March on Monday, Tuesday, and Wednesday, and 2nd & 4th weeks of April on Monday, Tuesday, and Wednesday, weather permitting.

Leaves may be windrowed along the terrace, but not placed in the street or gutter.

Utilities: The Water and Sewer Utility Bills are mailed at the end of each month. The refuse and recycling charge is included on the Utility Bills. Payments are due on the 20th of the month. A late payment charge of 3%, but not less than $.50 will be added to bills not paid within 20 days of issuance. This late payment charge will be applied only to any unpaid balance for the current billing period's usage. This late payment charge is applicable to all customers. The utility customer may be given a written notice that the bill is past due no sooner than 20 days after the bill is issued and, unless payment or satisfactory arrangement for payment is made within the next 8 days, service may be disconnected pursuant to PSC Chapter 185, Wisconsin Administrative Code. A payment drop box is located at the Village Office.
